Reports a root CONTEXT.md that does not match the Matt Pocock Profile's context-language structure.

What it does

Requires exactly one H1, an immediate one-to-two sentence description, exactly one ## Language section, and at least one term definition with authored prose. An _Avoid_: line is optional, but cannot be empty when present.

Why it matters

The structure gives agents one stable place to learn the repository’s domain terms and discouraged alternatives.

When it applies

This is a declarative requirement of the mattpocock@1 Profile. Selecting that Profile applies it when the optional root CONTEXT.md exists; it is not selected through the rules array.
