What it does

Reports each absent four-digit number between 0001 and the highest canonical Architecture Decision Record number.

Why it matters

A contiguous sequence makes missing or misnumbered decision records visible.

Examples

Non-passing

├── 0001-first-choice.md
└── 0003-third-choice.md

Passing

docs/adr/
├── 0001-first-choice.md
├── 0002-second-choice.md
└── 0003-third-choice.md

When it applies

This is a declarative requirement of the mattpocock@1 Profile. Selecting that Profile applies the requirement to canonical adr documents; it is not selected through the rules array.
