Reports a missing number in the canonical Architecture Decision Record sequence from 0001.
What it does
Reports each absent four-digit number between 0001 and the highest canonical Architecture Decision Record number.
Why it matters
A contiguous sequence makes missing or misnumbered decision records visible.

When it applies
This is a declarative requirement of the mattpocock@1 Profile. Selecting that Profile applies the requirement to canonical adr documents; it is not selected through the rules array.
