Reports canonical Architecture Decision Records that share one four-digit number.
What it does
Reports every canonical Architecture Decision Record whose number filename field is also used by another canonical record.
Why it matters
Each Architecture Decision Record needs one unique sequence number so references identify one decision.

When it applies
This is a declarative requirement of the mattpocock@1 Profile. Selecting that Profile applies the requirement to canonical adr documents; it is not selected through the rules array.
