Reports a local Markdown destination whose target does not exist.

What it does

Reports a local destination when its resolved file or directory is absent.

Why it matters

The destination cannot take readers to the referenced repository resource.

When it applies

This Rule belongs to the configurable markdown-destinations group. Existing files and directories are valid local targets; the target does not need to be a Recognized Document.
